A note on ratings. Clutch is the most useful review site for mid-market agencies, but it barely covers enterprise firms, because enterprise clients rarely leave agency reviews. A "not meaningfully reviewed" entry is not a negative signal for Momentum ITSMA, Agent3 or The Marketing Practice; industry awards (ITSMA Marketing Excellence, B2B Marketing Awards) are the better proxy there, and we link to them in the profiles.

Three kinds of ABM agency (and why the distinction matters)
"ABM agency" describes three quite different businesses, and buying the wrong kind is the most common mistake we see in RFPs.
1. Strategic ABM consultancies
Momentum ITSMA, Agent3 and Strategic ABM sit here. They sell account insight, stakeholder mapping, account-specific value propositions, executive engagement and the operating model for one-to-one and one-to-few programs. They will build the plan for your top 20–100 accounts and train your team; they do not usually run large paid-media budgets. Fees are consulting-style: six figures a year for a program, or project fees for audits and training.
2. Full-service enterprise B2B agencies
The Marketing Practice, Transmission, Merkle B2B (dentsu B2B) and Just Global. These combine strategy, creative, media and sometimes data and research under one roof and are built for global technology brands. Their advantage is scale and coverage across regions; their risk is overhead and junior staffing on smaller accounts.
3. Performance and demand-generation agencies with ABM capability
Directive, Refine Labs, Powered by Search, Ironpaper, Kalungi, Six & Flow and Inflection. Here ABM means paid social and search to target-account lists, account-based retargeting, HubSpot or Salesforce workflow design, and reporting at the account level. This is the one-to-many tier of ABM, and for most SaaS companies under $100M in revenue it is the tier that actually moves pipeline. Fees are monthly retainers, often plus a percentage of media.

Agency profiles
1. Directive
Directive is the strongest choice on this list for SaaS and technology companies that want ABM executed as performance marketing rather than as a consulting exercise. Founded in Irvine, California in 2014 by Garrett Mehrguth, it has grown into one of the larger independent B2B performance agencies, with offices in Austin, New York, London, Toronto and Sydney and a Clutch rating of 4.8 out of 5 across more than 100 reviews.
What Directive actually sells is a "Customer Generation" model: paid search, paid social, SEO, conversion-rate optimization and creative, tied to pipeline and revenue targets rather than MQLs. Its ABM work is mostly delivered through audience-based paid media on LinkedIn, Google and programmatic, layered on top of first-party lists from the client's CRM. It is not a one-to-one enterprise ABM shop; if you need bespoke account plans for twenty named accounts, look at Momentum ITSMA or Agent3 instead.
Engagement model. Monthly retainers. Clutch shows a minimum project size of $10,000+, and the agency's published case studies skew toward Series B-to-public companies with meaningful media budgets. Best for: SaaS marketers with $30k+/month in paid media who want a single team running paid, SEO and CRO against pipeline numbers. Watch for: account managers rotate; ask who will be on your pod day-to-day, and how many other clients they carry.
2. Momentum ITSMA
Momentum ITSMA is the reference point for enterprise ABM because ITSMA is where the term came from: ITSMA introduced "account-based marketing" in 2003 and has run the ABM Benchmarking study and the Marketing Excellence Awards for two decades. Momentum, a London ABM agency, acquired ITSMA in 2021, combining a consultancy-and-research arm with an execution agency.
The firm's sweet spot is strategic (one-to-one) and one-to-few ABM for global technology and professional-services companies selling seven- and eight-figure deals. Deliverables are account insight, stakeholder mapping, executive-engagement programs, sales-and-marketing alignment workshops, and the ABM Certification training that many in-house ABM teams have completed.
Engagement model. Enterprise programs and training. No published minimum; based on the client roster (Fujitsu, Microsoft, SAP, Accenture appear in its award case studies), expect six-figure annual scopes. Best for: Fortune 1000 marketing teams building or upgrading a strategic ABM function. Watch for: it does not run paid media at scale; you will need a media partner or a platform for the one-to-many tier.
3. Refine Labs
Refine Labs is the agency most associated with the "demand creation vs. demand capture" argument, popularized by founder Chris Walker between 2019 and 2023. Walker moved out of the CEO role in 2023 (Megan Bowen took over), but the agency still runs the same playbook: LinkedIn and Meta paid social built around narrative content, self-reported attribution ("how did you hear about us?") alongside software attribution, and revenue-operations audits to find where pipeline is really coming from.
Is it an ABM agency? Partly. Refine Labs does not build one-to-one account plans; it runs paid social to defined ICP audiences and target-account lists, which is the one-to-many end of ABM. Its published customer stories include Cognism, Chili Piper, Sendoso and Metadata.
Engagement model. Monthly retainers scoped around paid-media management plus a strategy layer; no published minimum. Best for: B2B SaaS teams with a product story that works in feed content and $25k+/month in social budget. Watch for: the methodology relies on strong creative from the client side, and the agency's own attribution philosophy means you should agree on reporting before you sign.
4. Powered by Search
Powered by Search is a Toronto demand-generation agency, founded in 2009 by Dev Basu, that has specialised in B2B SaaS since roughly 2017. It carries a 4.9 out of 5 Clutch rating across about fifty reviews and is one of the more consistently reviewed mid-size shops in this category.
The offer is a "Predictable Growth" system: paid search, paid social (LinkedIn primarily), SEO and conversion optimization, run against a shared pipeline model. ABM shows up as target-account paid social and retargeting rather than as bespoke account programs. The agency publishes a large library of teardown-style content, which is a decent way to judge how it thinks before you talk to sales.
Engagement model. Monthly retainers; Clutch lists a $10,000+ minimum project size. Best for: Series A–C SaaS companies that need a full paid and organic engine and cannot yet justify three in-house hires. Watch for: smaller team, so capacity is finite; ask about onboarding queues.
5. Ironpaper
Ironpaper is a New York B2B growth agency founded in 2003, with a Clutch rating of 4.8 out of 5. It is a HubSpot partner and much of its ABM work is built on HubSpot workflows, website personalization and lead nurturing designed for long, multi-stakeholder sales cycles in industrial, technology and services markets.
Unlike the pure paid-media shops, Ironpaper does a lot of the "middle" of ABM: target-account research, account-specific landing pages, sales enablement content, and reporting frameworks that show account-level engagement rather than lead counts.
Engagement model. Monthly retainers; Clutch lists a $10,000+ minimum project size. Best for: mid-market B2B companies (often non-SaaS: industrial, manufacturing, technology services) that need ABM plus a website and nurturing overhaul. Watch for: paid media is a smaller part of the offer than at Directive or Refine Labs.
6. Kalungi
Kalungi is a Seattle agency, founded in 2018 by former Microsoft and Chef executive Stijn Hendrikse, that sells an entire outsourced marketing team to B2B SaaS companies. Its "T2D3" playbook (triple, triple, double, double, double) is published as a book and a public framework, and the agency's Clutch rating sits at 4.9 out of 5.
ABM is one module inside a broader engagement that starts with positioning and a fractional CMO, then adds demand generation, content, HubSpot operations and account-based programs as the client matures. Kalungi is one of the few agencies here that publishes package pricing on its website, which makes it useful as a benchmark even if you do not hire it.
Engagement model. Fractional CMO and full-team tiers, priced on its site. Best for: seed-to-Series B SaaS founders who need a whole marketing function, not just ABM. Watch for: if you already have a marketing team, the full-team model may overlap with people you employ.
7. Agent3
Agent3 is a London-headquartered agency that has done nothing but ABM since 2013, with offices in Cheltenham, New York and Sydney. Its work covers account insight (it built its own insight tooling), one-to-one and one-to-few program design, programmatic ABM for large account lists, and technology enablement for clients running 6sense, Demandbase or similar platforms.
Agent3's client base is enterprise technology; its site names case studies for firms such as Salesforce, Adobe and Fujitsu. It regularly appears in ITSMA and B2B Marketing awards shortlists, which is a reasonable proxy for peer recognition given how thin Clutch coverage is for enterprise agencies.
Engagement model. Enterprise programs; no published minimum. Best for: global tech companies with an existing ABM platform that need strategy, insight and execution capacity around it. Watch for: US coverage is smaller than UK coverage; confirm time-zone support for North American account teams.
8. Strategic ABM
Strategic ABM is a London specialist that, as the name suggests, only does account-based marketing, with a bias toward the strategic (one-to-one) and one-to-few tiers. Deliverables include account selection and scoring, deep account insight, account-specific value propositions and content, ABM audits, and enablement for in-house teams.
It is smaller than Agent3 or Momentum ITSMA, which cuts both ways: senior people stay on the account, but capacity for large multi-region programs is limited.
Engagement model. Projects and retainers; no published minimum. Best for: UK and European technology and services companies running ABM against 10–50 named accounts. Watch for: no paid-media scale; pair with a media agency or platform.
9. The Marketing Practice
The Marketing Practice (TMP) is one of the largest independent B2B agencies in the world, founded in 2002 in Newbury, UK, with a US headquarters in Seattle and offices in London, Munich and Melbourne. It expanded aggressively through acquisitions, including Kingpin (media), Omobono (digital) and Brandkey, and now runs ABM, demand generation, partner marketing and sales enablement for enterprise technology clients such as Microsoft, Salesforce and Adobe.
TMP's differentiator is scale plus a strong channel-and-partner marketing practice, which matters for vendors selling through Microsoft, AWS or Google marketplaces.
Engagement model. Enterprise; no published minimum. Best for: global enterprise marketing organizations that want one agency across ABM, demand and partner programs. Watch for: large-agency overhead; smaller clients can get junior teams.
10. Transmission
Transmission is a global B2B agency founded in London in 2013 by Chris Bagnall, now with US headquarters in Portland, Oregon and offices in Sydney, Singapore, Munich and Dubai. It offers full-service B2B marketing, with ABM, demand generation, brand and media as the main practices, and names Dell Technologies, AWS and Lenovo among its case-study clients.
Engagement model. Enterprise; no published minimum. Best for: technology companies that need integrated ABM and brand campaigns delivered across APAC, EMEA and North America. Watch for: confirm which office will run your account; capability varies by region.
11. Merkle B2B (dentsu B2B)
Merkle B2B was formed by dentsu in 2020 by combining DWA (media), gyro (creative), B2B International (research) and Merkle's data and CX business into a single enterprise B2B unit. dentsu has since folded the brand into its "dentsu B2B" practice, so you may see either name. It is the largest B2B marketing operation in this directory and the only holding-company entry.
The offer is data-driven ABM at enterprise scale: media planning and buying, first-party data strategy, CX, research and creative. It is built for clients with seven-figure media budgets and global account lists.
Engagement model. Enterprise media and services; no published minimum. Best for: Fortune 500 B2B marketers consolidating media, data and ABM under one holding company. Watch for: holding-company economics; agree fee transparency on media up front.
12. Just Global
Just Global (formerly Just Media) is an independent B2B media agency founded in 1996 and headquartered in Alameda, California, with offices in London, Sydney and Singapore. Its core competence is media: ABM media planning, programmatic, LinkedIn, and multi-region campaign execution for enterprise technology and telecom clients.
Engagement model. Enterprise media programs; no published minimum. Best for: enterprise marketers who have strategy in-house and need a media specialist that understands account-list targeting across regions. Watch for: less strategy and creative depth than the full-service firms above.
13. Six & Flow
Six & Flow is a Manchester, UK agency and HubSpot Elite partner, founded in 2015 by Rich Wood. It builds ABM programs on HubSpot's ABM tooling (target-account properties, company scoring, ABM dashboards) alongside inbound, RevOps and conversational marketing, and holds a 4.9 out of 5 Clutch rating.
Engagement model. Projects and retainers; Clutch lists a $5,000+ minimum project size, the lowest in this directory. Best for: HubSpot-based mid-market companies in the UK and Europe that want ABM without adding a separate ABM platform. Watch for: HubSpot-centric; if you are on Salesforce or Marketo, the fit is weaker.
14. Inflection
Inflection is a smaller US-based B2B growth and demand-generation consultancy that appears in agency shortlists for SaaS demand generation. Public information on team size, minimums and named clients is thin, so we have not scored it against the larger firms; the listing is here because buyers ask about it. Verify current services, team and case studies directly on the firm's site before including it in an RFP.
Engagement model. Not published. Best for: early-stage SaaS teams looking for senior, hands-on demand-gen help at a smaller scale. Watch for: confirm capacity and references.
15. Metadata.io (platform + managed services; sponsor)
Metadata.io is not an agency, and we list it because the realistic alternative to hiring an ABM agency is often a platform that executes the paid-media part of ABM with software plus a thin services layer. What it does: builds target-account audiences from CRM, intent and firmographic data, launches and optimises campaigns across LinkedIn, Meta, Google, display and other channels, and reports on pipeline rather than clicks. How to choose an ABM agency
Pick the tier first, then the firm. Once you know whether you need a strategic consultancy, a full-service enterprise agency or a performance shop, the shortlist shrinks to three or four names and the decision becomes about fit, staffing and price.
Questions that separate real ABM shops from rebranded lead-gen agencies
- How do you select and tier accounts? Expect a method (fit, intent, existing relationships, deal size), not "you give us the list."
- Show me account-level reporting from a live client. If the dashboard is leads and CPL, it is not ABM.
- Who does the account insight work? Strategic ABM depends on research; ask whether it is done by named analysts or scraped from LinkedIn.
- How do you work with our sales team? ABM without sales participation fails; the agency should have a cadence for it.
- What is the fee on media? Get the percentage in writing and ask what happens at $50k, $100k and $250k per month.
- What do you not do? Good agencies have a clear answer. Bad ones say "everything."
Reference checks that matter
Ask for one client on your stack (HubSpot, Salesforce, Marketo; 6sense, Demandbase, Metadata) and one client that churned. The second reference tells you more than the first. Should I hire an agency or buy an ABM platform?
If you lack strategy and creative capacity, hire an agency. If you have a marketer who can own strategy but are paying an agency mostly to push buttons in LinkedIn Campaign Manager, a platform such as Metadata (our sponsor), 6sense or Demandbase may be cheaper per dollar of media.
